Ask the seller to arrange building access or visitor parking for the inspector.
Basement bays can be tight. If possible, the seller can move the car to a bay with space around it before the inspection.
The road test starts from the building, so the seller (or you) should be available to hand over the keys.
Low basement lighting is fine: the inspector brings lighting, and paint readings do not depend on daylight.
